东盟秘书长高金洪在2024(第九届)世界物联网大会发表致辞

First, I would like to express my sincere appreciation to the organizers of the World Internet of Things Convention 2024 for inviting inviting me to share my perspectives on this dynamic field. This event offers a remarkable platform for us to explore the transformative power of technology and its role in shaping our future.
The theme of today’s convention, “Opening Up a New Era of the Intelligently Interconnected Digital Economy”, resonates deeply as it reflects our collective ambition to lead the way in Industry 4.0. With the rapid adoption of the Internet of Things (IoT), artificial intelligence (AI), and big data analytics, we are witnessing a profound transformation across industries. These technologies not only drive productivity but also pave the way for new, innovative business models, helping us advance toward economic prosperity and sustainable development.
Ladies and Gentlemen,
ASEAN clearly recognises the transformative power of digital technologies and embraces it as a new driver for growth. With over 480 million active internet users , 80% of whom are digital consumers, the ASEAN Digital Economy is on track to achieve USD1 trillion by 2030.
To further this momentum, ASEAN is working towards concluding the ASEAN Digital Economy Framework Agreement (DEFA) by 2025, which is expected to unlock the regional digital economy by up to USD2 trillion by 2030 . At the heart of this ambition is the drive for enhanced regional integration, which enables businesses to operate seamlessly and provides consumers with efficient and secure digital services. This is facilitated by the implementation of key strategic initiatives in digital trade, e-commerce, e-payment, digital identity, cybersecurity, and the governance of emerging technologies.
With the evolving demand for the connectivity and integration of devices and networks, the IoT technology is experiencing a rapid growth across diverse sectors and play a pivotal role in shaping future technological advancements. The IoT global market is expected to grow to USD2.4 trillion by 2027. In ASEAN, the industrial IoT market has emerged as a beacon of technological advancement and economic growth. It is projected to soar to a remarkable valuation of USD6.87 billion by 2030, boasting an impressive Compound Annual Growth Rate (CAGR) of 19.1% from 2023-2030.
This surge is propelled by a confluence of factors, including robust investments in Industry 4.0 technologies, concerted government initiatives to drive industrial automation, and an imperative to enhance productivity and efficiency across sectors. A key contributor to this growth is the strong economic relationship between ASEAN and China, with both regions being each other’s largest trading partners and significant sources of investment. In 2023, Foreign Direct Investment (FDI) from China to ASEAN reached USD17.3 billion, up from USD14.5 billion in 2022. Notably, the Information and Communication Technology (ICT) sector accounted for 1.05% of this investment, indicating considerable potential for further cooperation on digital technologies within our economic partnership.
At the same time, ASEAN and China are actively working to upgrade the ASEAN- China Free Trade Area (ACFTA 3.0). This marks the second enhancement of the ACFTA, transforming it into a modern and comprehensive agreement that addresses key megatrends of our time, especially the shift towards digital economy and sustainability.
Ladies and Gentlemen,
In recent years, China has invested heavily in IoT infrastructure, facilitating widespread deployment across various sectors, including manufacturing, agriculture, healthcare, and smart cities. Government initiatives, such as the “ Made in China 2025” plan, aim to integrate IoT with advanced manufacturing and promote innovation. Additionally, China's vast market size and robust technological capabilities have fostered a thriving IoT industry and spearheaded the development of IoT platforms and applications. As a result, China is not only enhancing its domestic capabilities but also increasingly influencing global IoT standards and practices.
While emerging technologies such as IoT and AI offer tremendous potential for ASEAN and China, they also present significant challenges. Issues such as data leaks, cybersecurity threats, varying levels of readiness, regulatory gaps among ASEAN Member States, and the need for increased investment in digital infrastructure and human capital development hinder ASEAN’s ability to fully leverage the benefits of regional digital integration and connectivity.
In light of these challenges, I would like to propose several collaborative approaches to support our collective efforts in this endeavour.
First, robust data governance and the responsible use of emerging technologies are essential for the large-scale deployment of IoT. To this end, ASEAN has adopted the ASEAN Framework on Digital Data Governance, which provides a common regulatory framework to facilitate cross-border digital data flows for economic growth while safeguarding individual privacy, commercial rights, and data sovereignty. Key initiatives under this framework include the ASEAN Model Contractual Clauses (MCC) and the ASEAN Data Management Framework, designed to establish a comprehensive data management structure within ASEAN businesses.
Additionally, ASEAN is currently developing the Operational Framework for the ASEAN Certification for Cross-Border Data Flows, targeted for endorsement by January 2025. This initiative aims to maximize the free flow of data within ASEAN while ensuring that transferred data receives the necessary protection.
Second, to ensure that AI serves the interests of both individuals and businesses, it is crucial to establish effective regulations. Achieving this goal will require stronger collaboration and global solutions. In this context, the 4th ASEAN Digital Ministers’ Meeting in February 2024 endorsed the ASEAN Guide on Artificial Intelligence (AI) Governance and Ethics. This guide outlines ASEAN’s approach to regulating and leveraging AI technologies, including practical use cases for trustworthy AI to support their responsible deployment in the region. As ASEAN’s first coordinated effort in AI governance, this guide is among the world’s first regional frameworks that adopt a market-driven approach, balancing the advantages of AI with its associated risks.
Last but not least, the role of public-private partnerships in enhancing digital connectivity cannot be overstated. These partnerships are vital for sustaining economic progress, fostering regional connectivity, and improving living standards through the adoption of digital technologies and innovation. Therefore, I warmly welcome the participation of the business community at this Convention. Your expertise, experience, and practical insights are invaluable contributions to creating an environment that supports digital transformation and emerging technologies, including the Internet of Things.

Looking ahead, the continued integration of digital technologies is expected to further reshape the regional economy, unlocking new opportunities for entrepreneurship and job creation, enhancing access to services, and ultimately improving the quality of life for citizens across the region. The evolution of digital infrastructure will also play a crucial role in bridging the digital divide, ensuring that all communities can participate in and benefit from the digital economy.
I look forward towards productive discussions at this Convention that can accelerate the digital transformation process and strengthen our digital cooperation to thrive together in the shared future of a digital era.

当前,东盟清晰地意识到数字技术所蕴含的变革力量,并将其视作经济增长的新动力。东盟六国拥有超过4.8亿互联网活跃用户,其中数字消费者占比高达80%。到2030年,东盟数字经济规模有望达到1万亿美元。
为进一步助力这一良好发展势头,东盟正努力在2025年前完成《东盟数字经济框架协议》谈判,并预计到2030年实现高达2万亿美元的区域数字经济规模。实现这一雄心壮志的关键在于推动加强区域一体化,助力企业实现无缝运营,为消费者提供高效、安全的数字服务,具体需要通过实施数字贸易、电子商务、电子支付、数字身份、网络安全及新兴技术治理等方面的关键战略举措实现。
现阶段,随着人们对设备与网络之间的互联互通及融合发展的需求不断发生变化,物联网技术正在加速演化发展,在塑造未来技术进步方面发挥关键作用。到2027年,物联网全球市场规模预计将增长到2.4万亿美元。东盟方面,工业物联网市场在促进技术进步及经济增长方面已成为灯塔般的存在。预计到2030年,其估值将飙升至68.7亿美元。从2023年到2030年,其复合年增长率预计高达19.1%。
实现这一增长需多种因素共同作用,包括对工业4.0技术进行大力投资,政府方面为推动工业自动化而作的协调统筹,以及实行助力提高各行业生产力和效率的相关必要举措等等。实现增长的一个关键因素在于东盟与中国之间建立起的牢固的经济关系——双方互为最大规模的贸易伙伴及重要的投资来源。2023年,中国对东盟的外商直接投资规模从2022年的145亿美元增加到173亿美元。值得注意的是,信息与通信技术领域的投资占总量的1.05%。这表明在这段经济伙伴关系中,中国—东盟在数字技术领域的合作潜力巨大。
与此同时,双方正积极推进中国—东盟自由贸易区3.0升级。这标志着中国—东盟自由贸易区的第二次优化,也意味着双方已达成一个现代的、全面的协定,致力于共同应对好这个时代的重大趋势,特别是向数字经济和可持续发展转变的这一趋势。
女士们、先生们,
近年来,中国在物联网基础设施方面投入了大量资金,积极推进对包括制造业、农业、医疗保健和智慧城市在内的各行业的广泛部署。《中国制造2025》行动纲领等诸多政府举措旨在将物联网与先进制造进行整合,促进创新。此外,中国庞大的市场规模和强大的技术能力极大促进了物联网产业的蓬勃发展,引领了物联网平台及应用的发展。因此,中国在提高自身能力是同时,也在对全球物联网标准及实践发挥越来越大的影响。
物联网、人工智能等新兴技术在为东盟和中国带来巨大合作潜力的同时,一系列相关重大挑战也随之而来。数据泄露、网络安全威胁、技术就绪度(成熟度)不一、东盟成员国之间的监管差距以及数字基础设施和人力资本开发投资需求增长等问题,阻碍了东盟充分利用区域数字一体化和互联互通带来的种种益处。
鉴于以上种种挑战,我想借此机会提出若干合作办法,以助力双方共同努力应对。
首先,稳健的数据治理和负责任地使用新兴技术对于大规模部署物联网至关重要。为此,东盟通过了《东盟数字数据治理框架》,提供了一个共同的监管框架,在促进跨境数字数据流动及经济增长的同时保护个人隐私、商业权利和数据主权。该框架下的主要倡议包括《东盟跨境数据流动示范合同条款》和《东盟数据管理框架》,旨在在东盟企业中建立全面的数据管理结构。
此外,东盟目前正在制定《东盟跨境数据流动认证操作框架》,计划在2025年1月之前获得批准。该框架倡议旨在最大限度地促进东盟内部数据自由流动,同时确保数据在传输过程中的安全性。
其次,为确保人工智能的应用符合个人及企业相关利益,对其建立有效的监管至关重要。实现这一目标则需加强合作,共同寻求全球解决方案。在此背景下,2024年2月举行的第四届东盟数字部长会议通过了《东盟人工智能治理与道德指南》。该指南概述了东盟规范及利用人工智能技术的方法,包括可信人工智能实际应用范例,以支持在相关地区开展负责任的工作部署。为促使人工智能优势与相关风险之间实现平衡,该指南是东盟在人工智能治理方面所作的首个协调举措,同时也是全球首批采用市场驱动方法的区域框架之一。
最后一点,政府和社会资本合作在加强数字互联互通方面至关重要。政府和社会资本合作在促进经济发展、区域互联互通,以及通过数字技术和创新提高人民生活水平等方面尤为重要。因此,我热烈欢迎各位工商界人士参加本次大会。为创造一个支持数字化转型、助力包括物联网在内的新兴技术发展的环境,诸位的专业知识、宝贵经验及真知灼见无疑将起到不可估量的作用。

展望未来,数字技术的持续融合有望进一步重塑区域经济,为创业和创造就业机会带来新机遇,增加人们获取相关服务的机会,从而改善整个区域内民众的生活质量。数字基础设施的进化发展也将在弥合数字鸿沟方面发挥关键作用,助力确保所有社区都能参与数字经济发展并从中受益。
期待诸位以本次大会为契机,积极开展富有成效的讨论,以加快数字转型进程、加强双方数字合作,在共同的数字时代未来中携手实现共同繁荣。
